BCA (Building and Construction Authority) offers different support paths for building owners, developers and built-environment firms. The right scheme depends on the applicant, project type, building status and intended outcome—not simply whether the business works in construction.

1. GMIS-EB 2.0
The Green Mark Incentive Scheme for Existing Buildings 2.0 supports privately owned existing buildings in Singapore that improve energy performance through eligible Energy Improvement Works.
Key eligibility and support
- Existing privately owned building in Singapore
- Gross floor area of at least 5,000 sqm
- Outcome-based support tied to carbon reduction and the achieved Green Mark level
- Up to 50% of qualifying cost, subject to the relevant funding factor and cap
- Available until funds are committed or 31 March 2027, whichever is earlier
Current published caps range from S$600,000 for Green Mark Platinum to S$1.2 million for Zero Energy projects. A qualified professional must support the retrofit proposal and evidence.
2. Built Environment PSG
Built Environment PSG helps eligible firms adopt pre-approved productivity solutions. Use it when the required equipment or software appears in the current sector solution list and the purchase has not started.
Before applying, verify:
- The applicant and solution meet the current eligibility rules
- The vendor and product are listed for the relevant support period
- No deposit, purchase or project commencement occurred before the permitted point
- The same cost is not claimed under another government programme
3. BETC Grant
The Built Environment Technology and Capability (BETC) Grant supports progressive firms building technology, enterprise, manpower or productivity capability. It is more suitable than PSG when the project is a broader capability initiative rather than a standard pre-approved purchase.
Prepare a scoped transformation plan with measurable outcomes, project costs, implementation responsibilities and evidence that the firm can sustain the capability after funding ends.
4. BEAMP and BETA
The Built Environment Accelerate to Market Programme (BEAMP) and Built Environment Technology Alliance (BETA) support innovation development, test-bedding and industry collaboration.
These routes are relevant when a company is developing a new solution, needs an industry problem statement or test site, or wants to validate commercial adoption. They are not generic equipment-purchase grants.
5. BE Transformation GFA Incentive
Qualifying private developments can receive up to 3% additional gross floor area beyond the Master Plan Gross Plot Ratio by meeting stipulated outcomes in digitalisation, productivity and sustainability.
The current scheme runs until 23 November 2026 unless extended. It applies to private sites with at least 5,000 sqm GFA and requires compliance with the relevant building-type outcomes.
Application checklist
- Identify the applicant: building owner, developer, contractor, consultant or technology provider.
- Confirm the project type and current programme window on BCA’s website.
- Check whether approval is required before contracts, deposits, purchases or works.
- Prepare quotations, project outcomes, registrations and professional endorsements required by that scheme.
- Check for overlapping government support before submitting.
Common mistakes
- Treating an expired or renamed fund as a current programme
- Assuming every construction company qualifies for every BCA grant
- Starting procurement before checking the programme’s commencement rule
- Quoting a maximum cap without checking the funding factor or qualifying-cost limit
- Claiming the same cost under BCA and another agency’s grant
