Budget 2026 Expansion Grants Decision Matrix: MRA vs DTDi vs BizAdapt

After Budget 2026, Singapore's three main internationalisation support schemes—MRA, DTDi, and BizAdapt—are all enhanced. Use this matrix to pick the right one based on whether you need cash, tax savings, or supply chain adaptation support. These schemes can be stacked for different expenses. This guide covers the post-Budget comparison, a decision flow, and worked stacking scenarios.

  • “Tariffs are forcing us to shift suppliers”BizAdapt (70% SMEs, S$100K cap)
  • “We want to attend 3 trade fairs this year”MRA for new markets + DTDi for established market fairs
  • “We’re not profitable — tax deductions won’t help”MRA or BizAdapt (cash grants)
  • “We have >200 employees”DTDi (no size restriction) or BizAdapt (tiered rates); MRA is SME-only

What About EFS Loan Cap Changes?

Budget 2026 also lifted EFS (Enterprise Financing Scheme) borrower caps, which affects businesses funding overseas expansion through loans rather than grants:

EFS Loan TypeBefore Budget 2026After Budget 2026
Fixed Assets LoanS$30M per borrower, S$50M per groupBorrower/group caps removed
Trade LoanS$10M per borrower, S$20M per groupBorrower/group caps removed
Overall EFS capS$50M per borrower groupS$50M per borrower group (unchanged)

When to consider EFS alongside grants:

  • You need working capital for overseas orders — EFS Trade Loan funds purchase orders and inventory for export
  • You’re acquiring overseas assets (equipment, warehouses, offices) — EFS Fixed Assets Loan
  • You want both grant funding and loan financing — EFS and MRA/DTDi/BizAdapt can be used together for different expenses
