What is Annex 3?
Annex 3 is the official specification document attached to each PSG pre-approved IT solution in the GoBusiness catalogue. It lists exactly what items, quantities, and pricing are eligible for PSG funding.
Per EnterpriseSG guidelines, your vendor quotation must match Annex 3 exactly. Any mismatch—wrong items, different quantities, or pricing that exceeds caps—results in rejection.
How to Read Annex 3: Xero Example
Here’s how Annex 3 looks for a real PSG solution. Notice the difference between Total Cost and Qualifying Cost:

Admin fees bundled with software costs Delivery/installation fees mixed with software costs instead of itemized separately. → Fix: Request vendor to separate purchase cost from admin fees clearly.
Wrong package selected in application Application form shows different package than quotation. → Fix: Verify package name matches between application form and quotation header.
Missing mandatory items from Annex 3 Quotation omits required components listed in Annex 3. → Fix: Ensure all mandatory items appear in quotation.
